Civic Education and Public Policy Advocacy on Building Use Rights on Sea, Blue Economy, and the Protection of Marine-Fisheries Supply Chains in Sidoarjo, East Java.
This community engagement report documents a civic-led intervention that uncovered 656 hectares of Building Use Rights (HGB) issued directly over active coastal waters in Sidoarjo, East Java—violating marine zoning regulations, spatial plans, and Constitutional Court rulings. Using open-source intelligence (OSINT), civic mapping, and narrative mobilization, the initiative successfully halted the permit extension process and triggered policy responses from national and regional governments. The report analyzes the implications for spatial justice, fragmented marine governance, and the vulnerabilities of Indonesia’s blue economy and coastal supply chains.
